If that were the case, then why would, as has been stated earlier in this very thread, the number of people exonerated through the innocence project that spent time on Death Row be only 18 of 306? If they were only focusing on Death Row cases then how did they find the time for all those other cases where people were not on Death Row?

"Maybe if we just fixed the program instead of getting rid of it, that might be better."
The point is that "fixing" it requires never wrongly convicting someone. That is a very hard thing to simply fix.

By victims do you mean "People who were wrongly convicted and put to death before they could be exonerated?" Because if so then the innocence project is in fact doing what you ask and focusing on victims.

I think you're hating on the dc area unnecessarily. I walk around too and cars will wait for me. It's really not anything about this area but more about individual drivers (some people are nice, some people are ).
That said, I agree with your general argument, though most cities keep tabs on things like number of accidents and where so they can make decisions about traffic regulations. I would guess that if a traffic light was needed then it would exist, but really only the county could answer that. Perhaps patch could get a comment from a county official?

I kindof agree with Bastante here.
The problem is a gap in what people are thinking of here. If you shop at Wal Mart or Target, then you typically get a plastic bag. If you shop at high end department store, they pay for paper bags that are pretty nice but ultimately get treated like paper typically and recycled properly. Both of these are considered retailers though, right? When the County does watershed examinations, do they see giant Macy's paper bags decaying? What about Wal Mart or Target bags? I know what I expect to hear, but only the county/inspectors can answer that question. This change in policy caters to the high end retailers bag habits without addressing the low end retailers bag habits.
If you are concerned about patroleum, then you could mandate that all retailers purchase bags made from biodegradable materials that would naturally break down and continue taxing plastic bags.
