‘Dream Act’ Opponents Gird for Ballot Bout

In-state tuition for illegal immigrants will be one of seven ballot questions voters will settle in November.

With barely 10 weeks before an Election Day decision on the 2011 law that would allow in-state tuition for undocumented students, opponents of the Maryland “Dream Act” are gearing up for a campaign to persuade voters to shoot the act down.

Advocates on both sides of the issue now know how voters will have the question put to them when they take to voting booths November for Maryland’s first referendum on an enacted law in more than 20 years.

On Monday, the Maryland State Board of Elections spelled out the language for all seven questions appearing on the Nov. 6 ballot, of which the Dream Act will be fourth:

Public Institutions of Higher Education – Tuition Rates (Ch. 191 of the 2011 Legislative Session)

Establishes that individuals, including undocumented immigrants, are eligible to pay in-state tuition rates at community colleges in Maryland, provided the student meets certain conditions relating to attendance and graduation from a Maryland high school, filing of income taxes, intent to apply for permanent residency, and registration with the selective service system (if required); makes such students eligible to pay in-state tuition rates at a four-year public college or university if the student has first completed 60 credit hours or graduated from a community college in Maryland; provides that students qualifying for in-state tuition rates by this method will not be counted as in-state students for purposes of counting undergraduate enrollment; and extends the time in which honorably discharged veterans may qualify for in-state tuition rates.

That wording was met favorably by Educating Maryland Kids, a coalition of education organizations, faith groups, labor unions and immigrant and civil rights advocates that was integral to last year’s Dream Act push.

“The ballot language accurately and fairly represents the content of the legislation and makes clear that the Maryland DREAM Act is a simple matter of fairness,” Kristin Ford, spokeswoman for Educating Maryland Kids, wrote in an email to Patch. “Maryland kids who graduated from Maryland high schools and whose families pay Maryland taxes should pay in-state tuition,” Ford wrote.

Brad Botwin, director of the anti-illegal immigrant group Help Save Maryland, would rather see the ballot say “illegal aliens”—instead of “undocumented immigrants”—as the U.S. Supreme Court did in its June decision to uphold the core of Arizona’s controversial law empowering local and state police to make immigration-based arrests.

“It should be a more legalistic term. This is more of a politically correct—for some people—term,” Botwin said. “But people are smart enough to know what that means.”

The Dream Act came into law after years of statehouse wrangling that culminated with Gov. Martin O’Malley’s signature in the final moments of the 2011 legislative session.

Opponents mobilized a petition drive led by Republican Dels. Neil Parrott and Pat McDonough. Their website, MDPetitions.com, helped garner more than 110,000 signatures—twice what was required—in only two months.

Then came a pair of courtroom battles after the ACLU of Maryland questioned the validity of the website’s methods. This June, the state Court of Appeals shot down the ACLU’s challenge, clearing the way for the referendum, reported The Washington Post.

Anti-Dream Act activists expect to see the same sort of groundswell that surfaced during last year’s petition drive.

“The energy is very high,” Botwin said. “It’s still hot and heavy. This is very much on the mind of the voters.”

Help Save Maryland has aligned with the grassroots groups Maryland Society of Patriots and We the People, Carroll County as activists look to spread their message about the impacts of in-state tuition, Botwin said.

“More of the groups are getting together to push the issue,” he said.

In light of the uproar that surfaced last year, Botwin said he doubts that the will yield much of an impact at the ballot box.

“Students don’t vote, and I would imagine most of them aren’t citizens,” Botwin said. “At the end of the day, I’m going to the poll and they’re not.”

With seven ballot questions in all—the most that Maryland voters will have ever seen—advocates’ top priority will be to school voters on the complex issues, The Washington Post reported.

“There’s not a lot of time between now and November, and certainly educating, letting people know, is going to take a lot of our effort,” Parrott told the Post.

Why should hardworking Marylanders have to work harder to subsidize tuition for people born in Montreal, Monterrey, or Macao? Or Baltimore or Bethesda? Financial aid for low-income students is a fine idea, but not for those who can afford tuition themselves (no matter where they were born).

That is NOT the issue Zin...the issue is Maryland taxpayers will have to pay the balance for "illegal aliens", you know the ones that are in the USA illegally, against the law of our land. It is NOT financial aid for low income people. Hell, I know people that are here illegally and are doing pretty good living off taxpayers dollars now. One friend of ours gets her townhouse and utilities paid for by MoCo. Her kids and her nephew that lives with her get free education, meals at school. She gets money each month for food. They get free medical and dental. She told me that she works a couple hours a week cleaning a couple of friends homes, for extra spending money. Get the facts and the truth. I am voting against the so called "dream act" BS. If you want to support it, then get your checkbook out and pay more in taxes.

I also have friends that have become citizens LEGALLY, paid the money and the time , who are NOT in favor for this so called "Dream Act". They feel that illegals are handed things by these libtards when they had to work hard and do the things necessary to become citizens. Even my preat grandparents who cam here from Italy did the right things to become citizens and NEVER had their hands out expecting ANYTHING from the government. So, all the libtardsthat dont get it and want to keep giving handouts to illegals and also those who NObama said that don't have to go through the process of looking for work to stay on welfare can pay more of their income in taxes and "foot the bill". Oh wait, the majoprity of you libtards are on government assistance anyway...

It's amazing how the supporters make themselves look foolish when they claim it's only fair. Not, if life were fair I wouldn't have to vote on a ridiculous bill which however worded is actually a vote to raise my property taxes because you can bet that will be thenext step. The members of the country council will soon cook up some more lies about why property taxes have to go up without referring to million dollar giveaways for illegal aliens. Subsidized education costs are only part of the problem. This will lead to massive free health care (Paid for by all citizens of the state), massive free housing and massive food stamp coordination. If this bill passes legal citizens who want education will see their costs go up to support the freeloaders. Even if the bill does not pass Sombrero Leggett will cook up another scheme to accomplish the same outcome. The taxpayers in Montgomery County are screwed and I can't wait to sell my house and move. We plan to leave by next spring.

How can I contact you and other groups who are trying to stop the Maryland Dream Act? Illegal immigration has decimated the black community in Los Angeles. Most Marylanders don't realize the Dream Act is not about a "few" students. It is about increasing the latino population in Md. and that leads to political power. Google this to see how it's done: Compton latino Los Angeles Times.
Illegal aliens are counted on the Census just like a legal citizen. If enough of them are counted, they can legally demand political representation based on their numbers. It is what's in store for Maryland's black neighborhoods if you encourage illegal immigration by passing the Dream Act.

Congratulations to Ms. Cranford, Ms. Peterson and Mr. Dyer on a strong showing. The one issue that IRead More do hope you will consider during your term in office is the request that Ms. Adams had made about a playground in Whetstone Park. There realty does need to be some improvements made there, the old concrete animals are no longer fun to play on. My grandson asks me, “Grandpa, where are the slide and swings?” At least we now have a chance with these three board members.

The voters obviously made the right decision. These three have proven themselves with theirRead More previous activities within the Village. I concur with LenGray's comment above regarding different children's amenities available at Lake Whetstone. If swings and other play equipment were there, it could be used almost year round which a volleyball sand pit has limited use, and I can't even remember the last time I saw someone playing volleyball there. How about some benches for the adults to sit and watch their children play on good old fashioned swings and slides?
