Germantown Man Charged With Sex Offenses Dating to 2003

18-year-old describes alleged abuse at pool in Germantown's Stratford Knolls community

A teenager's report of abuse eight years ago has led to charges against a 52-year-old Germantown man.

Police charged Michel Rosenzweig, of the 12800 block of Sage Terrace in Germantown, with five counts of third-degree sexual offense for alleged assaults that took place during summer 2003. Rosenzweig was released Tuesday after posting a $30,000 bond.

The alleged victim, now 18, came to police March 11 to report the abuse, which occurred when he was 10 years old, according to a release from Montgomery County Police.

In June and July of 2003, the boy regularly swam at the Stratford Knolls pool at 11521 Doxdam Terrace in Germantown. Police said Rosenzweig touched the victim inappropriately in the shower five times.

In February, the victim saw Rosenzweig and obtained the license number of the car he was driving.

As part of their investigation, police are looking for other victims. Rosenzweig's work history includes teaching jobs and helping special needs children, police said.
