Memoranda of Understanding between MVF and MVSA regarding the Restrooms and Concession Stand in South Valley Park

Background : State grant funds were awarded to the Montgomery Village Sports Association (MVSA) for the construction of restrooms and a concession stand in South Valley Park. MVSA would like to name the MVF as a beneficiary on the grant agreement for the purpose of constructing, owning and operating these facilities and allowing their use by the MVSA. Memoranda of Understanding are needed between MVF and MVSA for the project. The first MOU outlines the relationship between MVF and MVSA as it pertains to the grant project, with MVF agreeing to be named the beneficiary of the capital grant. It also outlines the responsibilities that MVF will undertake with regard to the project, for such things as procurement of bids, contracting with the selected bidder, and paying vendors for the project, in accordance with the procedures established by the State of Maryland Department of General Services, (DGS) and the Board of Public Works. This MOU will be sent to DGS and incorporated into the grant agreement. The Second MOU between MVF and MVSA outlines insurance, liability and indemnification of MVSA regarding the project. Copies of the draft MOUs may be viewed at MVF.Org, under MVF Board meeting packet pages 46-48.

 Action Needed: The MVF Board of Directors will vote this Thursday evening on the Memo Of Understanding between the MVF and MVSA. The vote will be to authorize the MVF Executive Vice President to negotiate (if needed) and execute the MOUs as needed for the project to move forward.
