UPDATE 2: Stepfather Charged in 12-Year-Old's Death

UPDATE, Oct. 19 9:30 a.m.:

The 42-year-old Gaithersburg man charged in the murder of his 12-year-old stepdaughter has for the last four years been a Montgomery County bus driver.

David Rich Hang began driving for RideOn in January 2007, said county spokesman Patrick Lacefield. Hang was arrested on Tuesday, and is wearing a RideOn uniform in his police mug shot.

UPDATE, Oct. 18 6:32 p.m.:

The stepfather of 12-year-old Jessica Nguyen has been arrested and charged with first-degree murder in connection with the girl's May 31 slaying, Montgomery County Police said Tuesday evening.

David Rich Hang, 42, of the 17100 block of Queen Victoria Court in Gaithersburg, was arrested on Tuesday, according to police. A news conference is set for 11 a.m. Wednesday. 

A police spokesman did not initially confirm that it was Hang who had been arrested, but police named him in a statement issued at 6 p.m.

Online court records show that Hang and Jessica Nguyen's mother began divorce proceedings in October 2010.

Original story, Oct. 18 6:10 p.m.:

Montgomery County Police have made an arrest in the slaying of Jessica Nguyen, the 12-year-old found stabbed to death in the basement of her Gaithersburg home nearly five months ago.

Detectives arrested a suspect on Tuesday, according to a police source who requested anonymity.

A county police spokesman was not immediately able to confirm the arrest.

Family members found Nguyen in their home on Raven Avenue the evening of May 31. She had multiple stab wounds to her upper body.

Nguyen was a sixth-grader at Gaithersburg Middle School, where she was an honor-roll student. Her family moved out of the home in the Hidden Creek neighborhood a week after her death.

Just because a person is arressted doesn't make them automaticly guilty,I hope some of you people never serve on a jury b/c you have already convicted this man from a headline on HP

The most horrific part of this was the brutal death of a little girl. But the entire situation conjures up many failures by State and local officials...immigration scam/marriage scheme & housing code violation. Excerpts from WUSA 9 News:
1} Police say Hang was married to at least one other woman, maybe more, in a news conference Wednesday morning. He currently lives with his other wife. Hang may have been involved in some kind of immigration scheme, by marrying multiple women, police said. 2} It took months to charge Hang, because there were so many people living in the house. "We had to eliminate each person in the house as a suspect," police said in the news conference.
There were too many areas where there was a failure/lack of oversight & enforcement involving just this one 'household' alone & e.g. the housing code violation is rampant in MC.

Neighbors need to stop 'turning a blind eye'! There is this 'don't get involved'/none of my business attitude & "live & let live". But the overcrowding of that home was a 'community issue'. Statistics show high # of fires occur in such housing code violation residence(s) & put rest of community in jeopardy. Had someone called regarding this (though apparently missed when there was mortgage problems) maybe County authorities would have 'visited' this home & discovered the other issues going on & they, in turn, contacted State & Federal authorities. Quite a few 'missed opportunities' before that beautiful young child's life was snuffed out! We need to look out for one another in areas of question & concern nowadays that most people, unfortunately, want to 'ignore'.
Only hope this entire family heals from such a horrendous experience & LOSS & that the rest of us 'get in there, roll up our sleeves & get more involved. If something doesn't look quite right, it generally ISN'T!
